<p>&#8220;<em>And I want to cut through the maze of confusing training programs, so that from now on, people like Jackie have one program, one website, and one place to go for all the information and help that they need.  It is time to turn our unemployment system into a reemployment system that puts people to work.  (Applause.)</p>
<p>These reforms will help people get jobs that are open today.  But to prepare for the jobs of tomorrow, our commitment to skills and education has to start earlier.</p>
<p>For less than 1 percent of what our nation spends on education each year, we’ve convinced nearly every state in the country to raise their standards for teaching and learning — the first time that’s happened in a generation.</p>
<p>But challenges remain.  And we know how to solve them.</p>
<p>At a time when other countries are doubling down on education, tight budgets have forced states to lay off thousands of teachers.  We know a good teacher can increase the lifetime income of a classroom by over $250,000.  A great teacher can offer an escape from poverty to the child who dreams beyond his circumstance.  Every person in this chamber can point to a teacher who changed the trajectory of their lives.  Most teachers work tirelessly, with modest pay, sometimes digging into their own pocket for school supplies — just to make a difference.</p>
<p>Teachers matter.  So instead of bashing them, or defending the status quo, let’s offer schools a deal.  Give them the resources to keep good teachers on the job, and reward the best ones.  (Applause.)  And in return, grant schools flexibility:  to teach with creativity and passion; to stop teaching to the test; and to replace teachers who just aren’t helping kids learn.  That’s a bargain worth making.  (Applause.)</p>
<p>We also know that when students don’t walk away from their education, more of them walk the stage to get their diploma.  When students are not allowed to drop out, they do better.  So tonight, I am proposing that every state — every state — requires that all students stay in high school until they graduate or turn 18.  (Applause.)</p>
<p>When kids do graduate, the most daunting challenge can be the cost of college.  At a time when Americans owe more in tuition debt than credit card debt, this Congress needs to stop the interest rates on student loans from doubling in July.  (Applause.)</p>
<p>Extend the tuition tax credit we started that saves millions of middle-class families thousands of dollars, and give more young people the chance to earn their way through college by doubling the number of work-study jobs in the next five years.  (Applause.)</p>
<p>Of course, it’s not enough for us to increase student aid.  We can’t just keep subsidizing skyrocketing tuition; we’ll run out of money.  States also need to do their part, by making higher education a higher priority in their budgets.  And colleges and universities have to do their part by working to keep costs down.</p>
<p>Recently, I spoke with a group of college presidents who’ve done just that.  Some schools redesign courses to help students finish more quickly.  Some use better technology.  The point is, it’s possible.  So let me put colleges and universities on notice:  If you can’t stop tuition from going up, the funding you get from taxpayers will go down.  (Applause.)  Higher education can’t be a luxury -– it is an economic imperative that every family in America should be able to afford.</p>
<p>Let’s also remember that hundreds of thousands of talented, hardworking students in this country face another challenge:  the fact that they aren’t yet American citizens.  Many were brought here as small children, are American through and through, yet they live every day with the threat of deportation.  Others came more recently, to study business and science and engineering, but as soon as they get their degree, we send them home to invent new products and create new jobs somewhere else. &#8220;</em></p>

<p style="text-align:justify;">This post by Joyce Seitzinger (<a href="https://twitter.com/#!/catspyjamasnz">@catspyjamasnz</a>), entitled &#8220;<a href="http://www.cats-pyjamas.net/2012/01/are-you-the-education-technology-curator-for-your-organisation-curation/">Are you the education technology curator for your organization? #curation</a>&#8220;, clearly resonates with what I&#8217;ve been doing since, say, 2004.  As then-coordinator for <a href="https://clic.nbed.nb.ca/dana-na/auth/url_0/welcome.cgi">HS online courses</a>, I had discovered the power of digital tools and systems that sharply brought me to question my thoughts on learning. Wanting to share links, posts, etc. on ed tech issues with colleagues, teachers and others, I took up blogging (which I still consider being a centerpiece in my digital curation adventure). This remained a &#8216;marginal&#8217; part of my professional activities. Blogging (except for a few loyal readers who read my posts) was mainly a way for me to organize my thoughts, a reflective process. With Bloglines, I could count on a great flow of RSS feeds, helping me as much as possible to stay current in ed tech, notably. [But now with services like Zite, <a href="https://twitter.com/#!/zecool/following">my main RSS feed is Twitter</a>!]</p>
<p style="text-align:justify;">Then came social media. I hesitantly signed up to Twitter in 2008, but over the next months, its &#8216;organic&#8217; attribute permitted me to develop an interesting PLN. Never looked back since. By the same token, Delicious (then <a href="http://www.diigo.com/user/zecool">Diigo</a> in 2009) enabled me to save, organize (I use &#8216;lists&#8217; a lot) and share good links. For video, <a href="http://vodpod.com/zecool/zecool">Vodpod</a> has been an excellent curation tool. In 2011, web curation just got bigger for me as I started a couple of Scoop.it topics (<a href="http://www.scoop.it/t/social-learning/">here </a>and <a href="http://www.scoop.it/t/educ-21e-siecle">here</a>).</p>
<p style="text-align:justify;">But who was listening? How did IRL colleagues react, if they did? The simple answer is : an audience developed once social media was more mainstream. Since 2010, people from my education community here in NB (Canada) have been signing up; <a href="http://zecool.com/2011/11/09/ressources-pour-le-ccnb-pa-9-novembre-2011/">I&#8217;ve been invited to give workshops</a> to teachers, admin and students but each time, I walk out &#8216;impressed&#8217; by how most of them (including students) do not see more value to social media than the typical chit-chat, &#8216;likes&#8217;, posting pics,etc. that characterizes Facebook, where most are now. Digital footprint and personal e-reputation are very popular topics (and that&#8217;s a good thing, right?). Educators are just starting to see and realize the true pedagogical value of digital for learning, and not just for a distance learning setting, but F2F also). Over the last 6 months (where I&#8217;ve moved on to other edu fields, now with Community colleges), there is an increasing curiosity and demand for ways to integrate an appropriate use of digital tools in lesson plans, in PD, etc. We haven&#8217;t reached a tipping point but, as Michael said, we are chipping away at the wall.</p>
<p style="text-align:justify;">Personally, I see digital curation as a moving beacon. The key is to keep rowing towards it, even as it keeps moving back. Rowing together makes us all move faster in the right direction.</p>

<p style="text-align:justify;">L&#8217;année 2012 pour les technopédagogues sera riche en discussions, en mise en oeuvre d&#8217;initiatives innovantes et en prise de conscience sur l&#8217;apport des outils numériques favorisant les apprentissages (autant ceux des étudiants.es que eux des enseignants.es et administrateurs.es). L&#8217;un des sujets dont on risque de lire (et de débattre) davantage est celui où l&#8217;apprenant.e (qu&#8217;il.elle soit étudiant.e, enseignant.e ou administrateur.e &#8212; au risque de me répéter &#8211;) pourra apporter son appareil numérique (tablette, portable, téléphone intelligent, netbook, etc.) à l&#8217;école/collège/université, se connecter au réseau sans fil de l&#8217;institution et s&#8217;en servir pour apprendre.</p>
<p style="text-align:justify;">L&#8217;acronyme anglophone <a href="https://twitter.com/#!/search/byod">BYOD </a>(&#8220;Bring your own device&#8221;), un clin d&#8217;oeil à celui utilisé pour décrire des soirées sociales BYOB, circule de plus en plus dans les réseaux sociaux (<a href="http://www.diigo.com/user/zecool/byod">quelques liens intéressants ici</a>), qu&#8217;il soit question d&#8217;institutions d&#8217;enseignement ou d&#8217;entreprises privées ou publiques; la réalité de notre société en 2012 commence à rattraper ces milieux qui ont tendance, globalement, à rester à l&#8217;arrière du peloton et à dresser ses propres Cités de Troie informatiques.</p>
<p style="text-align:justify;">Ce qui urge, à mon avis, est de partager et disséminer des exemples d&#8217;initiatives courantes de BYOD (ou AVAP &#8212; «Apportez votre appareil personnel» &#8212; en français?). D&#8217;abord, Darren Kuropatwa du Manitoba nous offre ce wiki,<a href="http://byod.wikispaces.com/"> &#8220;How would I plan to teach a BYOD class?&#8221;</a>, qui présente une série d&#8217;exemples d&#8217;usages pratico-pratiques en ce sens, i.e. blogues de classe, messagerie de groupe, groupes de discussion et de signets, protocole pour les mots-clé, etc.</p>
<p style="text-align:justify;">Ce matin, mon attention fut attirée par <a href="https://twitter.com/#!/FrancoisGuite/statuses/154212203552186368">un tweet de François Guité</a>, qui pointe vers le <a href="http://blogs.msdn.com/b/ukschools/">UK Schools Blog</a> qui nous présente<a href="http://blogs.msdn.com/b/ukschools/archive/2012/01/03/bring-your-own-device-byod-at-saltash-net.aspx"> l&#8217;initiative BYOD à Saltash.net</a>, une école de Cornwall. On y reprend les questions typiques posées par instigateurs et opposants à ce type d&#8217;initiative. Je suis resté accroché toutefois à ce passage (en traduction libre) d&#8217;Adam Ledger, le gérant de leur réseau informatique (oui, oui, vous avez bien lu : le gérant de réseau informatique!) :</p>
<p style="text-align:justify;"><em>«La confiance est notre point de départ. Faites confiance aux enfants et ils vous ébahiront par leur bon comportement. Ici, nous disons &#8216;oui&#8217; à tout, en autant qu&#8217;ils viennent d&#8217;abord nous le demander. Il n&#8217;y a eu que 3 ou 4 cas d&#8217;usages inappropriés du système, dont un par un membre du personnel. Je suis conscient que nous sommes chanceux avec ces jeunes et que notre système pourrait ne pas fonctionner dans toutes les écoles, mais ça fonctionne ici pour nous. Nous permettons l&#8217;accès aux gens avec leur appareil, quel qu&#8217;il soit; les gens sont contents. Ils savent que nous pouvons bloquer ou enlever l&#8217;accès s&#8217;il le faut, mais c&#8217;est une question de confiance avant tout. Ils apprécient cette confiance à leur égard et sont heureux de pouvoir apprendre d&#8217;une façon qui leur ressemble.»</em></p>
<p style="text-align:justify;">Comment ceci est-il géré, d&#8217;un point de vue plus technique?</p>
<p style="text-align:justify;"><em>«Si vous souhaitez apporter votre appareil personnel, vous passez d&#8217;abord nous voir (l&#8217;équipe des services informatiques). Nous enregistrons l&#8217;adresse MAC, la version du logiciel anti-virus, la marque et le modèle de l&#8217;appareil ainsi que son  numéro de série. Nous utilisons ensuite le software de notre réseau sans fil afin de permettre, via une liste d&#8217;accès (&#8216;whitelist&#8217;), l&#8217;accès par l&#8217;adresse MAC enregistrée. Il en va de même pour bloquer l&#8217;accès, via une liste noire (&#8216;blacklist&#8217;), qui fera de même pour toute adresse MAC inconnue du système, ou pour tout appareil qui doit être banni du système. De façon périodique, nous nettoyons les bases de données DHCP. De plus, le bail pour l&#8217;adresse IP fournie à un appareil à connexion sans fil est court. Nous voulons que les gens aient une liberté d&#8217;accès mais nous voulons également savoir ce qui roule dans notre réseau.»</em></p>
<p style="text-align:justify;">Aussi simple que cela : on donne un accès sans fil aux appareils connus et on bloque cet accès aux appareils non connus.</p>
<p style="text-align:justify;">Il en revient alors aux enseignants de voir avec les élèves quels en sont les usages qui favoriseront l&#8217;apprentissage.</p>
<p style="text-align:justify;">Un autre bel exemple de : <strong>Avec la liberté vient la responsabilité. </strong></p>

<p style="text-align:justify;">Il y a 8 mois, <a href="http://zecool.com/2011/03/11/changement-de-cap/">je quittais le ministère de l’Éducation du Nouveau-Brunswick</a> – après 20 années au secteur francophone; programmes d’études, évaluation, cours en ligne – pour aller travailler à la barre du <a href="http://web.umoncton.ca/umcm-gta/">Groupe des technologies de l’apprentissage</a> de l’<a href="http://www.umoncton.ca/">Université de Moncton</a>. Ces 8 mois m’ont permis d’apprendre, beaucoup. À commencer par une équipe dynamique de gens qui AIMENT venir travailler et qui cherchent à exceller dans le domaine si changeant de l’apprentissage électronique. Je lève mon chapeau à ces programmeurs, concepteurs graphiques, concepteurs médiatiques et pédagogiques, gestionnaires de projets qui ont saisi l’importance de la collaboration, de la <a href="http://groups.diigo.com/group/DGT-GTA">veille technopédagogique</a> et du <a href="http://www.youtube.com/user/gtaudem">partage</a>.</p>
<p style="text-align:justify;">L’équipe du GTA, qui en passant doit s’autofinancer pour survivre, continue ses efforts de développement d’affaires. D’ailleurs son nouveau site web se veut une vitrine sur <a href="http://web.umoncton.ca/umcm-gta/portfolio/">ses réalisations</a> et <a href="http://web.umoncton.ca/umcm-gta/nos-services/">son expertise</a>. Je constate aussi que la reconnaissance du travail du GTA est grandissante à même l’institution qu’est l’Université. Celle-ci réalise de plus en plus l’apport signifiant de cette équipe, autant pour le bénéfice de ses acteurs ‘internes’ (profs, facultés, services) que pour le bénéfice de ses clients externes &#8212; ONF, Régie de santé, ministère de l’Éducation, CNRC et j’en passe – et pour le rayonnement de l’Université de Moncton au Canada et ailleurs.</p>

<p style="text-align:justify;">Oui en effet, à compter du 28 novembre, je reviens chez moi (à Fredericton) afin d’entreprendre un nouveau défi professionnel avec le <a href="http://ccnb.nb.ca/accueil.aspx">Collège communautaire du Nouveau-Brunswick (CCNB)</a>. Un collège qui se redéfinit, qui cherche à s’actualiser, à être un des vecteurs de la vitalité acadienne au Nouveau-Brunswick, à innover davantage et à faire une place aux nouvelles réalités organisationnelles et pédagogiques. CCNB 2.0, je dirais. Je me joins à cette équipe à titre de technopédagogue et quelle fut ma surprise de lire ce titre sur mon contrat! Trois ans passés, un tel terme existait peu (pas), encore moins sur le radar des gens en ressources humaines. Une sorte de consécration de la pertinence pour une organisation apprenante d’avoir à son bord une ressource dont la tâche est de mettre à profit les leviers que sont les outils numériques au service de l’apprentissage : de la recherche-action avec tablettes numériques, à l’accompagnement technopédagogique, en passant par une veille mise à profit pour une institution qui désire refléter et vivre la réalité du 21e siècle, voilà de quoi me tenter <img src='http://s0.wp.com/wp-includes/images/smilies/icon_smile.gif' alt=':-)' class='wp-smiley' /> .</p>

<p style="text-align:justify;">Hormis les ajustements techniques et administratifs d’un tel changement, la vie se poursuit pour zecool. Merci à la gang du GTA. Merci à mon réseau d&#8217;apprentissage professionnel (vous qui me lisez ici) car sans vous, le terme <em>technopédagogie</em> ne saurait se définir et se faire valoir.</p>
